Thankfully due to cold mastery, your Blizzard damage will be fine even with budget gear. If you have an Oculus (or better) and Spirit it's almost always worth getting that 105 FCR breakpoint. I would use Tals 3 set any day over vipermagi.

With Occy and Shako instead, my MF goes to exactly 404, but Blizz damage is a few 100pts lower. CR and LR are maxed, FR is in the 60s, and poison is -2%. FCR is above 105% in both.

I would run 1000+ you get the key items. Vipermagi, magefist/trang ouls/ frostburn, war traveler, occy, and 4 pieces of tals can drop.
